Add master port of psgml-* variant as editors/psgml (default is emacs21).
Add editors/psgml-emacs19 stub for emacs19.
Modify to use new location of master port on each variants.

As threatened, enforce the "Capital, no period" rule.  Ellipses are
permitted.  Note that, given current numeric motif of PW, this is done
in four equally-sized commits of 393 files each.
