Update chinese/bg5ps to 1.3.0p3.  This version has two new features:

- Support both GB2312 and Big5 encodings.
- It can now use TTC and TTF fonts.

It's also the final version of bg5ps.

echo -> ${ECHO} or ${ECHO_MSG}  and in some cases, move echo stuff
to pkg/MESSAGE and use ${CAT} ${PKGMESSAGE}
